If I have a relay that is rated at 7A 48VDC and another that is 5A@250VAC... Can I put something rated at 125VDC on the DC contact and something that is 120VAC on the other? Explination would be great too.

Certainly 120VAC on a 250VAC rated contact will be fine, the ratings are a maximum rating, not a value that must be matched exactly, just not exceeded. Since 125VDC exceeds 48VDC , that would not be a good idea, the contact separation might not be enough to extinguish an arc at higher voltage, though if the current was considerably less than 7A you might get away with is, but I wouldn't try.
