Power goes to the brake lights on a separate circuit from the one used to energize the relay. Power goes from the battery to brake light interrupter & then to the relay. When the pedal is depressed it energizes the relay. The relay then sends power to the brake lights on a different circuit. The relay position will be noted in the owner's manual. When you find the relay unplug it , then replace the fuse & press the pedal & see if it blows the fuse. If not, the short is between the relay & the lights. If it does blow, the short is between the switch & the relay. The relay is probably under the hood over the driver's side fender well.
