You need to reverse everything you did. Take out all the fuses that you put in that weren't there before and then one by one add any that SHOULD actually be there(see below). Make sure each one is not blown when putting it back in and make sure it is the right amperage rating. Eventually, you will find the problem assuming you didn't do any damage. Empty slots in the fuse box doesn't mean that there are fuses missing. If a fuse is missing you will not have power to whatever circuit it operates and that would be quite obvious. You should have looked in the manual to see what it said that circuit does IF it is used to even see if you even have that function(power windows, power locks, ABS, etc). Many times there are blank spots in the fuse panel for optional equipment. If a circuit is used in the fuse panel then there will be electrical contacts on BOTH sides of where the fuse pushes in. You obviously did something wrong that you shouldn't have. You either blew out a fuse that was under rated for the circuit, you took a fuse out where it belonged, or you added a fuse where there shouldn't have been one and caused a short in the system or burned something out. I've read this online: On page 142 of the 1997 owners manual is a picture of the mini engine fuse panel, which has 2 fuses in it. Every revision of the 1998 owners manual, does not include this info, for some reason. What kind of noise does it make? Maybe you don't have a good connection from the battery cable to the battery. The battery posts should be sanded or wire brushed clean until the lead is shiny and the clamp should be tight on the battery. Maybe your cable is frayed and needs to be replaced. On modern vehicles(around 1995 and newer) if you don't have a good battery connection the car won't even turn over. It will do nothing when trying to start it; you might just get a single click. The other possibility is maybe a fuse was out of the fuse box because something in the circuit was causing a short and the previous owner knew it was causing problems so he took the fuse out. If this is beyond your knowledge and capabilities call someone who knows cars or have it towed to a mechanic.
