You can bench test it to make sure it works correctly. However if it gives a Click and doesn't move over it could be a voltage issue. Make sure to do a test first and make sure you're getting the right voltage and resistance on the battery terminals and start with the basics. Using a battery test meter, hook up terminal to terminal, ensure you've got 12.2-4+ volts at the battery terminal, where you have replaced the battery we can assume this is fine. Then move the negative tester down onto the battery cable (on the zx2, the negative terminal cable is sliced in 2 pieces, and pieced together, so test one side of it and make sure that the voltage is the same on both sides). If the voltage drops and there is a voltage drop on one of the sides of the cable, or on the cable at all clean it off, and sometimes you can even undo the nut on the negative cable to separate the two halves and clean out any corrosion as they are prone to it inbetween the two halves over time. Aside from that, moving from the basics, if the battery terminals, and cables test out with good resistance, and voltage, move onto the next part. You can also test the output from the solenoid to make sure that's working. Most the time even a minor drop in voltage from the negative terminal cable on these cars can cause this. Have had it happen to me twice on my 99 zx2.
