Probably I would start with the coder/decoder chips, either with a ready made chip for the task, or use a microcontroller. I would use readily available remote transmitter chips made for IR remotes, and a microcontroler for the receiver. Both would be programed with jumpers or dip switches. If practical, I would use IR as the medium to transmit the coded command(s), and use a standard IR detector module to receive it. To use RF, I would go go for pre-built TX/RX modules. The transmitter would be powered by by either AA/AAA/9V, or a #23 battery. The receiver would be powered by a small transformer based supply, and control a relay or triac.
